ACA Subsidies Explained: How to Lower Your Health Insurance Premium

The Affordable Care Act (ACA) created financial assistance programs to help make health insurance more affordable. If you purchase coverage through the Marketplace (Healthcare.gov), you may qualify for subsidies that significantly reduce your monthly premium — sometimes to as little as $0 per month.
What Are ACA Subsidies?
There are two main types of financial assistance available under the ACA:
Premium Tax Credit (PTC): Reduces your monthly premium. You can apply it in advance to lower what you pay each month, or claim it on your tax return at year's end.
Cost-Sharing Reductions (CSR): Lowers your out-of-pocket costs (deductibles, copays, coinsurance) if you enroll in a Silver-tier plan. Available to those with lower incomes.
Who Qualifies for Premium Tax Credits?
To qualify for premium tax credits, you generally must:
Purchase a plan through the official ACA Marketplace (Healthcare.gov or your state exchange)
Have household income between 100% and 400% of the Federal Poverty Level (FPL). Note: Enhanced subsidies from the American Rescue Plan remove the 400% cap for 2021 onwards
Not have access to affordable employer-sponsored coverage or government programs (Medicare/Medicaid)
File a federal tax return

Subsidy eligibility is based on your household income relative to the Federal Poverty Level (FPL). For example, for 2025 coverage:
Single individual: 100% FPL is approximately $15,060/year
Family of 2: 100% FPL is approximately $20,440/year
Family of 4: 100% FPL is approximately $31,200/year
Important: Report Income Changes During the Year
If you receive advance premium tax credits and your income changes during the year (new job, raise, change in household size), you must report it to the Marketplace. Receiving too much in advance can result in having to repay the difference at tax time. Receiving too little means you may be missing out on savings you're entitled to.
